Perhaps they stayed there for jobs, to care for elderly parents, or to remain in a climate that suited them many years ago.

This area has been attracting people from all over the country because it offers many advantages: temperate climate and clean environment; reasonable cost of living, varied and abundant housing, a wide variety of cultural and recreational activities, and VERY important, outstanding medical facilities, health care providers and availability of assisted living/life care and/or nursing homes.
